Above, the Diwan-i-Khas as it is called, though it doesn't seem so because of the circular structure. Now would a king sit in the middle with his trusted ministers surrounding him from all sides? That would make him very vulnerable, won't it?. Below, the Diwan-i-Khas seen from the Treasury house.

According to another website, Akbar would stand on top of the large central pillar. Notice the latticed railing with the spokes (walkways) radiating from the center. Thus Akbar would be looking down on his petitioners, who would be gathered at the base of the pillar.
